Dmitry Utukin is Head of the Investigation Department at the Committee Against Torture in Russia. CAT investigates torture and degrading treatment cases and has checked more than a thousand allegations of human rights abuses.

As a result of their relentless efforts, CAT have succeeded in the conviction of over 100 law enforcement officers in torture cases.

Dmitry has also extensive experience of investigating grave human rights violations in Chechnya, work that is often too dangerous for local human rights defenders.

”Despite the fact that there often is evidence that state officials are involved, no official investigations are carried out. We have to collect the data and try to back it up when representing victims in criminal cases”.
